What is International White Cane Day?James Biggs of Bristol claimed to have invented the white cane in 1921. After he lost his vision in an accident, the artist felt threatened by increased motor vehicle traffic around his home and decided to paint his walking stick white to make himself more visible to motorists. It was not, however, until 10 years later the white cane became established. With the realisation that the black cane was barely visible to motorists, the Lion’s Club decided to paint the cane white to increase its visibility, and then began a national programme promoting the use of white canes for visually impaired persons. During the early 1960s, several state organisations and rehabilitation agencies serving visually impaired citizens of the United States urged Congress to proclaim October 15 the White Cane Safety Day. A joint resolution of Congress was signed authorising the US president to proclaim October 15 as White Cane Safety Day.
