The Beach Shack Policy for the season 2009-10, which was approved by the Goa cabinet recently, has specified that no shack owner should be involved in anything illegal-drugs, pedophilia and other immoral activities. Interestingly, the shack policy also mentions that the shack shall not be sublet under any circumstances. "In case it is sublet, the shack will be demolished," the policy states.
John Lobo, Vice-President, Shack Owners Welfare Society (SOWS) said, "Although there is a clause in the shack policy barring subletting, people who win shack permits through the lottery system will hand them over to hotels at a price."
Seby D'Souza, member of SOWS said, "Those who are in favour of the lottery system are not serious about the shack business. They want to win shack permits and then sell it to those with genuine interests in the shack business. The lottery system could result in fake shack owners getting licenses and the genuine ones with the equipment will be at their mercy."
However, rival association, The Goa Traditional Shack Owners Association (TGTSOA) criticized SOWS demand to give preference to seniority for the same reasons. Manuel Cardoz, President, TGTSOA said, "We are against the classification of shack owners according to seniority. Those with experience will finish the quota leaving those with one to five years of experience in the lurch. The latter will then be forced to put up illegal shacks or buy licenses from the so-called experienced shack owners who sell their licenses to the highest bidder. This has been happening for years."
Meanwhile, the shack policy also states that shack owners will not be permitted to associate with masseurs and hawkers. Even, the sale or display of items other than F&B shall not be permitted.
